A few words on the welfare of a state
- There is no instance of a nation benefiting from prolonged warfare.
- To win one hundred victories in one hundred battles is not the acme of skill. To subdue the enemy without fighting is the acme of the skill. Thus, what is of supreme importance in wars is to attack the enemy’s strategy
- When you concentrate on agriculture and industry and are frugal in expenditure, there is no fear of impoverishment of your state.
